Do high-efficiency T8 fluorescent lamps (the ones with the green ends) still function as high-efficiency lamps when used with standard universal-voltage electronic ballasts?

The T8 fluorescent lamps with green ends are a trade-specific product and the green does not indicate energy efficiency; rather, it is an indicator of lower mercury content. The ballast determines the percentage of light output that will be produced by the lamp and directly affects energy usage. The ballast manufacturer will have information published showing these values. Consult your contractor to verify if the ballast you are referring to is rated to work with your lamp.
