What is the recommended temperature for the basement to be at all the time when not in use?
The temp can vary; be sure to avoid condensation.
The real issue here is avoiding condensation. Basements usually handle moisture better than the rest of the house in the winter (less/smaller windows, less likely to cool to a setback temperature) so the temperature can be set much lower without condensation problems, as low as 50 degrees, but that may be too low for your comfort.
