There are no energy savings by painting the basement walls. How much you could save by insulating the basement walls depends on many factors such as how much of the basement walls are above grade, how much insulation (R-value) do you plan to install, what is the efficiency of the current heating system, what temperature do you maintain, where is your home located, and more.
You would be best served by having a Home Performance with ENERGY STAR evaluation conducted by a certified consultant who could assess your particular situation.
