Not necessarily, this could mean that you don't have enough insulation in your attic and that heat from your home is leaking from your living space into the attic. It is likely that by increasing insulation and ensuring your home is properly air sealed you could reduce your heating costs. You might want to consider having a Home Performance with ENERGY STAR Program partnering consultant come out and do a home energy evaluation of your home. They will be able to identify what is going on inside the roof or attic.
